Parish Council Update – 31st March 2020
The purpose of this report is to provide an update on actions taken since the January Parish Council meeting as a result of the current situation and the cancellation of our March meeting.
As to be expected a lot of the progress made after the January meeting has now been delayed due to the ongoing coronavirus situation but will be picked up again in the future.
Broadband & Mobile Letter
As agreed at the last meeting a letter has been sent to Edward Timpson MP regarding the lack of broadband and mobile signal along with the full residents’ priorities survey results, a meeting had been agreed with the MP to discuss these issues in April however this has been cancelled and will be rescheduled.
However the Parish Council would be interested in collecting information from residents on their experience of homeworking etc during the coronavirus situation and how broadband and mobile has functioned – request has been posted on Facebook & Next door.
The statutory notice allowing electors to call for an election due to the resignation of a councillor was displayed and Cheshire West & Chester Council (CW&C) confirmed no election was called, as such notices for people to apply to become a Councillor were displayed on Notice boards and posted on Facebook & Nextdoor.
As a result a number of people applied by the deadline and the Council will consider co-option of one of these as a councillor at their next meeting.
The issue of empty properties was raised at our January meeting, these have been reported to CW&C to take action.
Footpaths (Public Rights of Way)
Following our last meeting 2 volunteers have contacted the Parish Council to look at our footpaths, a topic highlighted in the Survey Results, the volunteers and Councillor Marshall have now met via Skype and the notes and actions from that meeting will be published soon.
Harthill Notice Board – install renew
It was identified that the Harthill Notice board had been installed by the Bolesworth Estate in the wrong place, this is due to be moved.
Harthill Phone Kiosk
The Bolesworth Estate have agreed to help convert the phone kiosk into an information point which will include leaflets that can be taken away, the Sandstone Ridge Trust, National Trust and Visit Cheshire have agreed to supply leaflets.
Brown Knowl & Ducking Tidy Up
Sadly the ‘Tidy Up’ schedule for the 21st March had to be cancelled but will be rescheduled when possible.
A meeting to discuss highways maintenance with Cheshire East and CW&C officers was scheduled for the 26th March this had to be cancelled and will be rescheduled when possible.
As agreed at our January meeting letters have been sent to landowners in the village regarding the appearance of their properties any responses will be published with our next meeting agenda and discussed at that meeting.
The Parish Council is now regularly posting on Nextdoor along with on the Council’s Facebook page.
Pitch – Larkton Hill
A meeting has taken place at the Pitch on Larkton Hill with a representative of the National Trust who agreed the Council should send a letter to the National Trust confirming the Council wishes to maintain the site, this letter has been sent and we are awaiting confirmation that the National Trust are happy with this.
The findings of the Residents survey were sent to our local police officers and the Police and Crime Commissioner who subsequently requested a meeting to discuss these findings, the meeting was scheduled for April but has been cancelled and will be rescheduled when possible.
Carol Rouse from the Bolesworth Estate had agreed to attend our March meeting to give an update on the Estate’s plan for the Sandstone Inn, it is hoped she will attend our next meeting once the date of the meeting has been agreed.

Every house in the Parish Council area will receive a copy of the Parish Council Survey 2019 over the next few days.
We are asking residents to complete the short survey to help the Parish Council to understand the issues that you care about, and the improvements you would like us to address over the coming year.
Your views are important so please take the time to tell us what you think by completing and returning this form by Saturday 30th November 2019.

The proposed speed limit orders are now on line under Highways
Due to lack of essential business and purdah the meeting scheduled for 25 March 2019 has been cancelled.
Please note the date of the next meeting Tuesday 14 May 2019
An extraordinary meeting has been called to consider the future of Broxton’s Fire Engine House on 20th August 2018.
Please note the July Meeting starts at 7:30 pm but at 7:00 pm the police will hold a surgery at which Operation Shield kits will be distributed to residents that have not already received them.
